As a German lawyer, I naturally have the legal code spontaneously in mind:

The crime of extortion is regulated in § 253 of the German Criminal Code (StGB) and occurs when a perpetrator unlawfully coerces a person through violence or threat of substantial harm to perform, tolerate, or omit an action.

Elements of the Crime
- Coercion through violence or threat
- Financial disadvantage to the victim or third party
- Intent of the perpetrator
- Unlawful intention to enrich oneself

Penalties
The law provides for imprisonment of up to five years or a monetary fine. According to § 253 Para. 3 StGB, the attempt is also punishable.

As a philosopher, I think I have to sit down and write an article about ethics in politics.
